General Conditions for Becoming a Member of RELA 

• Malaysian citizen
• Aged 18 and above
• Good health

Except

• Judges of the Federal and High Courts
• Members of the Cabinet and members of any Parliamentary Council
• Members of any government executive council or any legislative assembly as defined in the constitution
• Commissioned diplomats or consuls and their employees not domiciled in Malaysia
• Persons employed in government service of any member of the Commonwealth other than Malaysia and who are in Malaysia solely due to their employment in such service
• Members serving in the Federal Armed Forces
• Members serving in the volunteer force of the Royal Malaysian Navy
• Local defence force, volunteer force of the Royal Malaysian Air Force
• Members of the police force
• Persons with mental illness as may be defined by any written law for the time being in force in Malaysia
• Persons certified as blind by registered medical practitioners
• Fire and rescue personnel maintained under any written law for the time being in force in Malaysia
• Any other persons or groups of persons as may be exempted from these regulations by order of the minister
